The touch is the same but is provided with an oleophobic coating to protect it from fingerprints. The touch does not cause any problems and runs smoothly and efficiently.
3GS has better clock speed with around 600MHz than 3G's 412MHz processor. So, there are no real issues with the speed of the set and it performs rather well while running apps and other stuff.
On the software side, there are also some improvements. The OS of 3GS is an upgraded version of 3G's OS. Extra features have been added in 3GS some of which are voice control, compass and video editing software.
3GS has a 3 MP camera which is also an improvement over 3G's 2 MP camera. This means the pics are lot sharper and clearer. Also, The 3Gs can now support OpenGl ES 2.0 while the 3G can only support 1.1.
Overall, 3GS is a clear improvement over the 3G. Apple have put a lot of effort on the interiors of the set as compared to its looks. It is a must for all apple fans.
