WHY IS PETROL PRICE HIGHER in INDIA?

Indians pay almost double the price for 1 litre petrol if compared with neighboring countries like pakistan, srilanka, and also some of the developed countries like USA! 
But the question that arises is WHY?

First lets check what all adds to up such high amount we pay for petrol
  1. Actual price of petrol in World market
  2. Custom duty
  3. VAT
  4. Central excise rates
  5. Operational cost
  6. Sales tax 
So in order to decrease the petrol price, govt. has to either remove one of these duties or reduce them to significant amount.
